वि.सं. २०५९ मा स्थापना भएको जनता क्याम्पस पुनर्वास, सङ्घीय लोकतान्त्रिक गणतन्त्रात्मक नेपालको सुदूरपश्चिम प्रदेश अन्तर्गत कञ्चनपुर जिल्लाको दक्षिण-पूर्वी क्षेत्रमा अवस्थित छ। यस क्षेत्रमा नेपालका विभिन्न भागहरूबाट आएका बासिन्दाहरूलाई पुनर्वास गराइएको थियो, जसबाट तत्कालीन चारवटा गाउँ विकास समितिहरू (गा.वि.स.) क्रमशः त्रिभुवनबस्ती, परासन, कालिका र बाइसेबिचुवा बनेका थिए। हाल यी गाउँ विकास समितिहरूलाई समेटेर ११ वटा वडा भएको एउटा नगरपालिका—पुनर्वास नगरपालिका बनाइएको छ। यो क्षेत्र ब्राह्मण, क्षेत्री, जनजाति, दलित जस्ता विभिन्न जातजातिहरूको साझा बसोबास स्थल हो।
Janata Campus Punarbas, established in 2059, located to the southeast region of Kanchanpur district, SudurPaschim Province of Nepal, the federal democratic republican state. The residents of this region came from various parts of Nepal were resettled constituting four village development committees, ie Tribhuwanbasti, Parasan, Kalika and Baisebichuwa. Now, these village development committees are combined to make a municipality, Punarbas Municipality with eleven wards. The region is a common residential place of different ethnic groups such as Brahmin, Chhetri, Janajati, Dalit, etc. Kanchanpur district's headquarter was Mahendranagar, now it is called Bhimdatanagar. It is named after martyr Bhimdatta Pant who at first fought against the Rana regime and after the Rana regime’s fall, he did not accept monarchism and was shot to death by the royal army with the help of Indian army at Jogbuda of Dadeldhura district. The then headquarters of Kanchanpur district, Mahendranagar, only where higher education institutions were located, is 70 K.M away from this region. The pass out most of the students from 10+2 schools having low economic status was unable to get higher education going to Mahendranagar or outside the home village until this higher education institution was established. This campus was set up to meet education requirements of economically disadvantaged students, especially lady student, Dalit and economically disadvantaged families’ students. There are more than 70% of students are female students in this campus.
कञ्चनपुर जिल्लाको सदरमुकाम पहिले महेन्द्रनगर थियो, जसलाई अहिले भीमदत्तनगर भनिन्छ। यसको नामाकरण सहिद भीमदत्त पन्तको नामबाट गरिएको हो, जसले सुरुमा राणा शासन विरुद्ध लडेका थिए र राणा शासनको पतनपछि पनि उनले राजतन्त्रलाई स्वीकार गरेनन्। फलस्वरूप, डडेल्धुरा जिल्लाको जोगबुढामा भारतीय सेनाको सहयोगमा शाही सेनाद्वारा उनको गोली हानी हत्या गरिएको थियो।
तत्कालीन कञ्चनपुरको सदरमुकाम महेन्द्रनगर, जहाँ मात्र उच्च शिक्षाका संस्थाहरू उपलब्ध थिए, यस क्षेत्रबाट ७० किलोमिटर टाढा छ। यो उच्च शिक्षा संस्था स्थापना हुनु अघि, न्यून आर्थिक अवस्था भएका र प्लस-टु (+२) उत्तीर्ण गरेका अधिकांश विद्यार्थीहरू महेन्द्रनगर वा गाउँबाहिर गएर उच्च शिक्षा हासिल गर्न असमर्थ थिए। यो क्याम्पस विशेष गरी आर्थिक रूपमा विपन्न विद्यार्थी, महिला र दलित परिवारका विद्यार्थीहरूको शैक्षिक आवश्यकता पूरा गर्न स्थापना गरिएको हो। हाल यस क्याम्पसमा ७०% भन्दा बढी छात्रा अध्ययनरत छन्।
यस क्याम्पसको स्थापना बुद्धिजीवी, शिक्षाविद्, राजनीतिज्ञ र सरोकारवाला अभिभावकहरूको साझा प्रयासबाट भएको हो। क्याम्पसले वि.सं. २०५९ मा मानविकी तथा सामाजिक शास्त्र संकायका कार्यक्रमहरू सञ्चालन गर्न त्रिभुवन विश्वविद्यालय (त्रि.वि.) बाट सम्बन्धन प्राप्त गरेको थियो। त्यसैगरी, वि.सं. २०६३ देखि शिक्षा शास्त्र र वि.सं. २०६६ देखि व्यवस्थापन संकायका कक्षाहरू सञ्चालन हुँदै आएका छन्।
क्याम्पसको आफ्नै ५ कट्ठा (१६९३.१५५३४ वर्ग मिटर) जग्गा छ, जहाँ १२ वटा कोठा भएको दुई तले भवन निर्माण गरिएको छ। उक्त भवन विश्वविद्यालय अनुदान आयोग (UGC) र स्थानीय निकायहरूको अनुदानबाट निर्माण गरिएको हो। तर, तीनवटै संकायका कक्षाहरू सञ्चालन गर्न यो भवन मात्र पर्याप्त छैन। क्याम्पसलाई आत्मनिर्भर हुनका लागि कम्तीमा थप कोठाहरू भएको नयाँ भवनको आवश्यकता छ। स्थापना कालदेखि नै यो क्याम्पस पुनर्वास जनता माध्यमिक विद्यालयको भवनमा सञ्चालन हुँदै आएको छ। सुदूरपश्चिम प्रदेश सरकारले चालु आर्थिक वर्षमा चार कोठे भवन निर्माणका लागि ५० लाख रुपैयाँ अनुदान उपलब्ध गराएको छ। आगामी दिनमा पनि सम्बन्धित स्थानीय, प्रदेश र केन्द्रीय निकायहरूले खुला हृदयले अनुदान सहयोग गर्नेछन् भन्ने हामीले अपेक्षा राखेका छौँ।
यो क्याम्पस समाजका शैक्षिक रूपमा पिछडिएका वर्ग जस्तै: विवाहित महिला, गरिबीको रेखा मुनि रहेका जनजाति, दलित र आर्थिक रूपमा विपन्न समुदायका विद्यार्थीहरूका लागि मुख्य शैक्षिक गन्तव्य बन्दै आएको छ।
This campus was established with common effort of intellectuals, academician, politicians, and stakeholder guardians. The campus received affiliation from T.U. in 2059 B.S. to conduct the programs of humanities and social sciences. The programs of education and management have been conducted from 2063 B.S. and 2066 B.S. respectively. The campus has its own land of five Katta(1693.15534m) where two-story buildings with 12 rooms have been constructed. The building has been constructed by the grants of UGC and local governing bodies. But only this building is not sufficient to run the classes of three faculties. The campus needs atleast light roomed additional building to be self-dependent. The campus has been running in the building of Punarwas Janata Secondary school since its establishment date. The provincial Government of SudurPaschim Province has offered us grants of 50 Lakh to build a four-roomed building in this running fiscal year. We expect that the concerned local and provincial and central bodies will offer us grants with an open heart and open hands.
This campus has been the main educational destination for educationally disadvantaged classes of society such as married lady, Janajati of below poverty line, Dalit and students from poverty stricken communities.
